"loca' table clarification

In certain cases the last glyph in a font does not contain an outline (example: space characters). This can be confusing and it is not addressed specifically in the specification. It is a valid situation. The offset in the 'loca' table should be made equal to the size of the glyph table.

I propose the following text be added to clarify what to do in this situation:

"Offsets can be equal to size of the glyf table. This happens when zero length glyphs occur at the end of the glyf table."
