This is something that has come up repeatedly since we met in Bellevue 
last year. The OT spec is a font format spec, not a layout 
implementation spec. That, in itself, is not a problem, and there are 
good reasons why a font format spec and a layout implementation spec 
might be kept separate. The problem is that the layout implementation 
spec doesn't exist.

Perhaps we could at least come to an agreement about whether layout 
implementation documentation is something that should be incorporated 
into the OT font format spec, or something that should be created as a 
separate document? That would indicate a way forward to creating such 
documentation.
