The compatibility requirement for the math layout extentions might 
benefit from a caveat. It currently reads

	A proposed technology shall primarily address
	presentation aspects of mathematical formulas and
	shall support / offer an easy way to integrate new
	functionality with the existing layout / positioning
	mechanisms and table formats, and feature tag
	definitions already defined by the OFF standard.

In fact, math layout is necessarily almost entirely independent of 
existing OFF layout, which isn't sufficient to handle the complexities 
involved. The only OFF-layout integrated part of Microsoft's math layout 
consists of a new <math> script tag, three new math-specific features, 
and optional use of existing right-to-left mirroring features for 
Perso-Arabic math layout. Everything else is new MATH table layout, and 
requires a math handler that is a client of OFF-layout for those few 
features but is mostly doing stuff that OFF-layout can't do.

I suggest wording such as

	A proposed technology shall primarily address
	presentation aspects of mathematical formulas and
	shall, insofar as rich presentation capabilities
	permit, support / offer an easy way to integrate new
	functionality with the existing layout / positioning
	mechanisms and table formats, and feature tag
	definitions already defined by the OFF standard.
