[mpeg-OTspec] Proposed update of the 'head' table flags

Bob: A font that has been processed with this compression and then expanded
will have its DSIG invalidated anyway—and either removed or replaced as
part of the re-inflation. So, yes, flipping a bit would invalidate the
DSIG, but so will the rest of the processing.
