How does this all interact if one is using an OpenType font on the Windows platform yet within an application not made by Microsoft, such as Serif PagePlus?

That is, does an application not made by Microsoft, yet running on the Windows platform thereby, due to running on the Windows platform, rely upon the Microsoft policy?
