[OpenType] max index for post table format 2?

Very nice!  However, this document is bad to read with a PDF viewer,
contrary to the 2009 edition, since it completely lacks hypertext
navigation.  Supposing that this was simply an export error while
generating the PDF file, I wonder whether it can be re-uploaded to
iso.org.

I also miss a section that describes the differences to the 2009
edition...
