[mpeg-OTspec] Ballot comments for the second OFF (3rd ed.) amendment

Vladimir,

In case you weren't aware, Unicode is now on an annual release cycle for major versions, meaning that Version 10.0 is already scheduled for a June 2017 release. I suggest that you tie the year of the amendment with the version of Unicode that is released during that year.
