Proposal : redefine the joining features (init, medi, fina, isol)

I have drafted a proposal for revised wording for the registered OTL 
feature descriptions for the four joining features

     Initial Forms <init>
     Isolated Forms <isol>
     Medial Forms <medi>
     Terminal Forms <fina>

whose current descriptions do not reflect how these features are 
actually used in orthographic shaping. The proposal document consists of 
two pages of discussion and justification, followed by the proposed 
revisions:

Please consider this message formal submission of this proposal for 
consideration for revision of the ISO OFF specification.

This proposal follows from discussions at the ad hoc OpenType Working 
Group meeting at Google last October (OTWG2), and has undergone review 
by members of that group prior to submission.
