typo in the LTSH section of the opentype spec.

There are two typo's in 

https://www.microsoft.com/typography/otspec/ltsh.htm

as well as the equivalent sections in the ISO/IEC 14496:22 2015 pdf.

"... The criteria for linear scaling is:

a. (ppem size is ³50) AND (difference between the rounded linear width and the rounded instructed width £ 2% of the rounded linear width) ..."

it should read "...ppem size is >= 50..." and "...instructed width <= 2% of the rounded ..."

the ">=" and "<=" symbols are also mis-typed in both of the past 2007/2009 ISO 14496:22 pdf's.

The correct version was in the TrueType 1.66 specification, page 45 of this doc (but
it says page 75 at that page's bottom):

Please correct the web page, and the ISO spec pdf.

I noticed the typo while re-implementing the LTSH check in the Microsoft Font Validator,
a few months ago.
