Long-standing typo in 'OS/2' table section

I made the corrections in the ISO text 4th edition working draft, and we will also have to issue a corrigendum to fix the 3rd edition text that is currently in use. Just as a note - there are two paces in the spec where this value has to be corrected - the current version of the OS/@ table description and the OS/2 version 4.
