Proposed new language tag: ZHM (Chinese, Macao SAR)

Just out of curiosity, what does it take to add a new language tag to the OpenType Specification and OFF? There will soon be a need for a third flavor of Traditional Chinese, for Macao SAR, and I therefore propose the following new language tag:

ZHM = Chinese, Macao SAR

Its conventions are closest to those of Hong Kong SAR (ZHH), but there are enough differences to warrant a new language tag.
