[mpeg-OTspec] Registering new GPOS features?

Koji,

Apologies for the severe delay in replying to this.

Based on Vladimir's message from earlier today, I am going to submit a formal proposal to register these two new features, which will also include a revised description of the 'vert' feature that will explicitly allow GPOS implementations (because they already exist, both in the form of fonts and layout engines that support them), and the registration of a new language tag, ZHM (Chinese, Macao, SAR).
