OpenType script tags update for Unicode 11

All, since the editing period for OFF 4th edition FDIS is still open, and considering the fact that the Unicode Standard _is_ the normative reference in OFF - I will make the same changes in the FDIS text ... unless I hear an objection.

I have updated the OpenType script tag registry to sync with Unicode 11. The registry never got updated for Unicode 10 (an oversight), so additions include scripts added in Unicode 10 and Unicode 11 - 11 additions in total. All of the script tags match the script IDs of ISO 15924 (modulo case conventions).
