Issues with the "Function" description of 'vhal' and 'vpal'

All,

Adam opened the following issue against the 'vpal' feature's "Function" description last month:

Liang independently notice the same thing this month.

Anyway, the same issue applies to the 'vhal' feature, and I added the suggested correction to the issue earlier this morning.

I also suggested an addition to the 'valt' feature entry.

These will also need to get fixed in ISO/IEC 14496:22.
