[MPEG-OTSPEC] Shaping behavior standardization: multi-engine or "Super USE"?

Hi all,

In all the current shaping libraries (like Harfbuzz or DWrite's shaping lib), there exists multiple shaping engines that each of them process a series of scripts. However recently the "Universal Shaping Engine" was created and targeting shaping a large vareity of complex scripts, which gives it the potential to process all scripts if it could get further extended.

Therefore, for the shaping behavior standardization, should we standardize all the existing engines (focus on the "status quo"), or work on USE extension to use one single engine for every script?
