While there were many changes in OpenType 1.8.4, the combined changes wouldn't be appropriate for an amendment. But there were only a limited number of technical changes, and the key ones will already be incorporated into Amd 2 as part of the changes for COLR v1. So, I think it makes sense to purse Amd 2 focusing primarily on changes for COLR v1.

There are a couple of other very scoped technical changes that I think it would also make sense to include in Amd 2: updating the script tags and language system tags to keep those in sync with OT 1.8.4. I've opened issues for each of these, with proposed text for the WD.

Dear AHG members,

As we are approaching the next SC29/WG3 (MPEG-Systems) meeting to be held in January (11-15), I'd like to remind us all of the document submission deadlines that we need to adhere to, especially in consideration of the upcoming holiday season:

  *   early deadline for document registration of new input contributions: Dec. 30th, 2020;
  *   deadline for document submission: Jan. 4th, 2021.

We also need to consider the fact that the document we are working on is the second amendment (AMD2) of the 4th edition OFF text, and that according to ISO/IEC rules, this is the last time we would be able to publish an amendment document - any future changes would have to be made as part of the 5th edition OFF as a new work item. Taking this limitation into account, I would like us to consider the following:

  1.  The amendment document we are preparing right now is still a Working Draft that has not been finalized. Even though the main goal of the amendment was to upgrade the capabilities and functionality of the COLR table (introducing COLR v1 support), it doesn't have to be limited to one particular part of the standard - the AMD2 can be developed and published as a single combined document that introduces changes to different parts of the standard.
  2.  The timeline of the amendment has not yet been finalized. It is up to us to recommend to the WG what should happen next and when; therefore, if we want to add additional changes (either relevant to COLR v1, or something that implements changes in different parts of the OFF standard [in addition to COLR v1] - we can easily do so by raising additional issues for discussion in the AHG, and submitting additional input contributions with proposed changes if we reach a consensus. This is relatively easy to do for as long as the current document status remains a Working Draft, but once we finalize the WD text and promote it to the next, Committee Draft, stage - the document will be published for approval under ballot and any additional changes can only be made via ballot comments as proposed changes to the existing Committee Draft text, no new amended content could be introduced at that time.

In light of the topics discussed above, we should decide whether we want to accelerate the publication timeline of the COLR v1 changes by submitting additional input and finalizing the AMD2 text promoting it to the CD stage at the WG meeting in January, or whether we would like to introduce additional changes as part of the AMD2, and, therefore, keep it as a Working Draft document at least until the next WG meeting in April 2021 - this is totally up to us to decide.

I'd recommend that we should consider delaying the progression of the WD to the Committee Draft _only_ if we would like to introduce any additional _substantive changes_ that would have an impact on implementations. There are many changes that we have recently discussed, and many more editorial changes have been suggested that would improve the content and clarity of the OFF text - these would be best implemented when we begin the 5th edition OFF work.

Following up on my AHG new mandates announcement last week - the Working Draft of the future amendment [based on the COLR v1 contribution to the WG]  is now available for public review (see attached). Certain items are highlighted with my editorial notes - these parts would benefit from additional contributions to extend and/or revise the text (as the case may be).

With the GitHub now available for AHG to use, I suggest that new comments on the working draft text should be filed as issues with "amendment" label attached. Once we have these new issues resolved, we will prepare and submit the new input contribution(s) to the WG with our recommended revision proposals.

The next WG meeting will be virtual, happening in mid-January, and due to extra time needed to prepare for the virtual meeting and due to end of the year holiday period, the WG decided to impose early deadlines for registration and submission of new input contributions. Respectively, these deadlines are Dec. 30, 2020 for document registration, and Jan. 4th, 2021 for document upload. Please keep this in mind as we have only a couple of months left to discuss and propose changes.

Any new items (those that are not currently part of the amendment) can also be brought up for discussion, according to the mandate #2. It is possible and quite likely that the working draft amendment document will remain in the Working Draft stage even after the January WG meeting - I'd like to make sure that we prioritize quality of the spec and content completeness over expediency in finalizing this amendment.

Based on the contributions submitted to the WG meeting, the WG recommendation was to start a new amendment process for ISO/IEC 14496-22:2019 AMD2, that would give us an opportunity to update COLR table description and introduce other technical changes. I am very pleased to announce that the WG recognized our desire to use GitHub repo as a new venue for technical discussions - as you can see from the mandate description, this is now explicitly mentioned both in the mandates section and as our new communication channel. Please keep in mind that the GitHub repo is intended to be used for discussing technical issues only, the administrative matters of the AHG and the discussions related to AHG recommendations will be conducted on the AHG email list. I also would like to remind you that according to the ISO JTC1 rules, the discussions on the AHG forums should be limited to what is specifically authorized by the current mandates.
