[MPEG-OTSPEC] near-term OT spec work

It’ll certainly help at the right time. But I would suggest that until we have worked out the venue question (which may dictate format and style) and how we are going to avoid going from having two font specs (OT and OFF) to three (OT, ISO OFF and something new), it might be premature to get too far.

I agree that both a better spec and a better working node are desirable; but like Djikstra said (“don’t start writing your program until you know what it’s supposed to do”) I am cautious of come-from program (we’re ‘leaving’ the ISO/MPEG way of doign things but don’t know yet where we’ll Go-to).
