[MPEG-OTSPEC] Can't join the W3C community group

Could I ask Eric and others who have expressed concerns whether the 
current draft charter 
(https://github.com/font-text/font-text.github.io/pull/1/files) is 
sufficient to now allow participation?

I'm trying to understand if this is a general problem that will happen 
with *any* group under the W3C, regardless of charter, or if it's due to 
specific concerns about sharing technical information.
