What flavor of "chromatic font" was used here? I found a reference to it 
at https://www.fontself.com/colorfontweek/valentine-edition-2019 where 
it appears that "Magical Unicorn Neue Pro" is an OpenType-SVG font, not 
OpenType/COLR. So unless there's a separate COLR version available 
somewhere, I'm guessing that's what you used.

As far as I can see, it doesn't appear that the color (SVG) glyphs got 
included in the embedded font at all.

I've had somewhat better success generating PDFs with color (COLR) 
glyphs: the attached example displays fine in both Adobe Reader and 
Apple Preview. But if I copy/paste the text from it, both applications 
yield extra "garbage" characters after the emoji character, 
corresponding to the separate layers of the color glyph.

So even this isn't really an "embedded color font"; the generating 
application (Firefox, in this case) has decomposed the glyph into its 
layers and drawn each of them separately. Inspecting the embedded font 
confirms that the COLR/CPAL tables are absent; it just has the 
individual outlines for each layer.
