[MPEG-OTSPEC] Draft AHG report for your review

Good afternoon,

I'd like to keep the current working draft as a working draft this cycle to
allow time to resolve some outstanding questions about color interpolation
(gradients and potentially CPAL) and to potentially make changes based on
discussions of COLR without CPAL (discussion primarily in
https://github.com/googlefonts/colr-gradients-spec/issues/88). We could
tentatively plan to take up moving to the next PDAM stage in April.
