Yes, any improvements and changes related to the content of the current WD text (including COLR v1) are possible, and are covered by the first AHG mandate. The second mandate allows us to introduce / recommend additional changes that may not be COLR v1 related.

Yes, that is an additional change relative to the WD discussed at the last meeting. There are other additional changes in preparation, some of which were discussed in the WG3 meeting, such as additional changes regarding interpolation of colours.

I believe the new gradient type that Peter mentioned a couple hours ago on this list in thread "[MPEG-OTSPEC] Requesting progress update on COLRv1 in fontTools, FreeType, etc." is an additional change.
