[MPEG-OTSPEC] Revisit VORG before extending it

Dear colleagues,

Behdad's proposal extends VORG. However,
the definition of VORG in OFF does not align
with the reality of Japanese fonts. (See
Nakauchi-san's mail and Fuji-san's mail
as well.)

Specifically, consider the following paragraph
in section 5.3.4:

"Thus, the 'VORG' doesn't add any new font
metric values per se; it simply improves accuracy
and efficiency for CFF OFF font clients since
the intermediate step of calculating bounding
boxes from the CFF charstring is rendered
unnecessary."

However, removing VORG from Japanese fonts
results in different rendering outcomes. In other
words, VORG does add a new font metric value
per se.  It is crucial to revisit the definition of VORG
before extending it.
