[MPEG-OTSPEC] mapping out dmap

Should dmap be able to delete glyphs from cmap for a particular
subfont? Several people have said they would like that feature.

If so, should it do so with a -1 glyphID? (i.g. 65535 for a 16-bit font
and 2^24 - 1 = 16777215 for a 24-bit glyph ID, and, should it ever be
supported, 4294967295 for a 32-bit glyphID? The value would depend on
table and version/format.

Are we OK with format 14 and dmap at this point?
