I'd remove "under any circumstances" but otherwise looks good to me.

I think what i’m hearing is that there are no objections so far overall
to the fvar clarifications, but the wording needs (or needed) cleaning
up more, so that's a good place to be. The wording needs to match the
implementations and the way existing fonts work, or at least not outlaw
that, but harfbuzz i think wants exactly one (the first) axis of a
duplicated set to be the visible/main one, and that seems to work with
your text. We may need to add, For interoperability, the first such
axis should be visible.
