[MPEG-OTSPEC] Text of ISO/IEC 14496-22/CD is now available for review

Apologies for a delayed reply.
The consultation period started on Aug. 7th, and the ISO SC29 due date for
comments is Oct. 29, 2024. National Bodies may impose their own earlier
deadlines to accommodate comments approval and submission process time (for
example, the USNB deadline is Oct. 15).
