In the list to which reference is made I suggested encoding each 
localizable sentence as a single character, possibly in plane 7 or plane 
13.
 
Later I suggested encoding each localizable sentence as a base character 
followed by a sequence of tag characters.
 
Neither suggestion was successful.
 
So I am using a sequence of an exclamation mark and some ordinary digit 
characters as a way to continue with my research and its applications.
 
I have also used a sequence of an integral sign followed by some circled 
digit characters. 
 
This discussion, in this mailing list, is about a suggestion for an 
additional feature in the font standard.

Why, exactly, precisely?
 
This mailing list is the place to put forward a suggestion for an 
additional feature in the font standard and for it to be discussed. The 
mailing list is open for all to participate if they so choose.
