[MPEG-OTSPEC] Proposed Adoption of the Online Standards Development Platform

The latest CD has 1000 pages.  Can the toolchain of ISO/CS handle 1000
pages?  We should ask them.  If it cannot, they might be willing to accept
a Word document and a PDF.
