Complain loudly and point out the inadequacies of their toolchain,
giving a bunch of examples, and do that not only to the ISO/CS people
but to the public, too.

In general, I don't understand why so many people (especially in the
computer science field) are using XML for publishing purposes.  I have
not yet seen a single XML document processed with the standard XML
tools to create a PDF file that really looks good from a typographical
point of view.
