[MPEG-OTSPEC] Proposed Adoption of the Online Standards Development Platform

Dear colleagues,

I previously pointed out that ISO/CS generally avoids accepting PDFs unless
there is a compelling reason. I also highlighted the risk that, just before
the publication of a standard, a PDF with a layout completely different
from our original intentions is very likely to be issued.

In my view, the most effective way to mitigate this risk is by
transitioning to the Online Standards Development Platform. It is
unfortunate that no action will likely be taken based on my concerns.
