As I understand it, the result is produced by a layout engine and a 
rendering engine that are in an application program such as, for 
example, a desktop publishing program, using information that is 
gathered from a font as input to use together with end user text in 
ISO/IEC 10646 characters to produce the result.

Well, codes such as !983 and !313125 are, possibly, in a higher level 
protocol, higher level than ISO/IEC 10646 yet not as high a higher level 
as, say, HTML or XML.
 
Yet I consider that it is fine, indeed appropriate, for information 
about their decoding to be stored within a font. It seems to me to be 
much the same in general principle as the established practice of using 
a font for storing information for the decoding of a sequence of 
characters to produce a display of the Welsh flag.

Alas, I cannot do either of those myself.
 
I can put forward the idea, I can do some other parts, but, alas, 
neither of those two myself.
