[MPEG-OTSPEC] Late comments on the DIS

The following comments are based on the discussion held in the CITPC
Subcommittee on Font-Related Specifications. Although they could not be
included in the Japanese ballot due to timing constraints, we respectfully
request that they be considered during the preparation of the final text.

*Comment 1:* CITPC would like to suggest that documents currently listed in
the bibliography be moved to the normative references section if they are
indispensable for implementing conformant fonts or conformant font engines.

*Comment 2:* CITPC would like to suggest that informative annexes be
removed if they are obsolete.
