[MPEG-OTSPEC] Permit the zero-coordinate fast path for malformed variation regions

I have a minor proposal to make: relax the implementation behavior of
invalid variation regions, or specifically change the behavior from
scalar=1 to scalar=0.

This does *not* affect any valid fonts.
