I have updated Adobe's current proposals in the following way:

varchintguide.pdf has proper cross-references and looks more
generally like a standard ISO proposal. Liam also took a look at
the draft and provided valuable feedback.

https://github.com/adobe-type-tools/opentype-spec-drafts/blob/main/varchintguide.pdf

newfeatvar_spec.pdf has been substantially rewritten to a) be
more generally like a standard ISO spec, b) incorporate the
material in negation.pdf, and c) reorder and rework the material
on conditions, condition sets, and the Feature Variations
mechanism. The latter was partly because I found it was clearer
to discuss conditions before variations but also to prepare for
the addition of conditional variable composites (which I
understand Behdad is working on).

Added or changed text is highlighted, other text exists in the
current specification, although not always in the same place.

https://github.com/adobe-type-tools/opentype-spec-drafts/blob/main/newfeatvar_spec.pdf

negation.pdf is now retired (having been incorporated into
newfeatvar_spec.pdf).

As we have discussed Peter is going to work the equivalent of
the content of cff2hintorder.pdf into his updates, so that is
also retired. I'm working on the requested test font.

Thanks,
