<html class="apple-mail-supports-explicit-dark-mode"><head><meta http-equiv="content-type" content="text/html; charset=utf-8"></head><body dir="auto">Based on what I learned recently…<div>1) ISO has dismantled the ITTF website (<a href="https://standards.iso.org/ittf/PubliclyAvailableStandards/index.html">https://standards.iso.org/ittf/PubliclyAvailableStandards/index.html</a>) where all publicly available standards used to be hosted. </div><div>2) It used to be the case that once a standard was approved to be publicly available, all subsequent amendments and editions would be made publicly available as well. This is no longer the case - each new publication requires for the SC to adopt a new resolution to make it publicly available, and then it goes to ISO CS for review and approval followed by mandatory 4 weeks JTC1 ballot. </div><div>3) The 5th edition of the ISO/IEC 14496-22:2026 was published on July 16 at the start of summer vacation season. We do have two SC29 Resolutions to make it publicly available (adopted in July 2025 when the FDIS text was prepared, and then in May 2026 when the FDIS ballot was closed. After sending numerous inquiries about the price tag associated with the standard that used to be free, I was told that summer vacations are still in effect, that it will take time for ISO CS to act on SC29 Resolutions, and that 4 more weeks will pass after that for JTC1 ballot to run its course. </div><div><br></div><div>I don’t like any of it just as much as you do, and I don’t like the fact that it took a year for FDIS text to be balloted and published, but I believe I have exhausted all available options to speed up the publication and public availability process. A community outreach to ISO CS may move a needle of ISO bureaucracy but I honestly doubt that they care what we think. We can only wait and hope it won’t be too much longer before we see the PDF download price for OFF text to drop back to zero. </div><div><br></div><div><div dir="ltr"><div>Thank you,</div>Vladimir </div><div dir="ltr"><br><blockquote type="cite">On Aug 17, 2026, at 1:42 PM, Chris Lilley <chris@w3.org> wrote:<br><br></blockquote></div><blockquote type="cite"><div dir="ltr">

    <p>ISO/IEC 14496-22:2026 (Open Font Format or OFF, the ISO
      standardization of the trademarked name OpenType) is normatively
      referenced by WOFF, WOFF2, and CSS Fonts. It was previously freely
      available, currently costs money again, and supposedly will be
      freely available again some time later.<br>

      I'm looking for more information on why this happened and whether
      it is a deliberate policy change or an accidental change. Vlad,
      can you shed any light?</p>

      As our friend Vladimir will be able to confirm, this is a known
      issue, and the result of a procedural change at the ISO level. The
      short answer is that ISO/IEC 14496-22:2026 will become freely
      available, but the exact timing is unknown due to ISO bureaucracy.<br>

      This issue will also affect the seventh edition of the ISO/IEC
      10646 standard, and I have already alerted ISO/IEC JTC 1/SC 2
      about this and how to resolve it.<br>
