Proposed minor changes to 'cmap' table description

Dear all,
 
In the ISO/IEC 14496-22, the subclause 4.2.1 describes 'cmap' table
structure, in particular, it defines the Encoding Record entry with
platformID and encodingID fields. This subclause does not provide a
table that defines the platform and encoding IDs, and it doesn't mention
that these values are defined in the 'name' table description (subclause
4.2.6).
For clarity and ease of use of the specification, I suggest to add an
informative note to the 'cmap' header saying that platformID, encodingID
and languageID values are defined in the 'name' table description.
