[mpeg-OTspec] AHG Kick-off and mandate until July 29th

What are the procedures to accomplish this goal? Many proposals have 
been put forth over the last year with various degrees of discussion, 
but I'm not sure I understand how to actually get a change put into the 
official working draft.
