This question did come up last week at the ATypI conference, and my initial inquiries indicate that yes, Microsoft will be willing to submit the math tables for inclusion in the Open Font Format. I should be able to confirm by the end of this week.

Since we're working up to having colour font support added to OFF, can I
request that we also use this cycle to get Microsoft's MATH table and
math OTL features formally included? This technology has been available
in OT fonts and RichEdit since 2007, and MS have been liberal in making
their spec available to interested parties, but it would encourage tool
makers and layout implementers to have the spec formally published at last.
Will Microsoft please consider submitting documentation of math font
tables and features to the AHG at this time?
