Indeed, fixing mssipotf.dll might be preferable. If Microsoft is to pursuit that route (after confirming it is an issue...), there probably needs to be a transition period, where old signed fonts continue to verify success, with perhaps a warning/note to resign if possible.

It is perhaps better to document clearly, somewhere - not necessarily in the spec - that older mssipotf behaves differently. That could work.

 It is a deadline, but not the last deadline for the 4th  edition. I would like to investigate this further before  making any spec changes. It may be an option for us to fix  mssipotf.dll, which might be a better approach than changing  the spec after over a decade.
