Yes, generally OpenType color fonts are only RGB.  :/

More specifically, three of the four color font flavors *only* do RGB, and if
you want vector color OpenType fonts, those are RGB only.

That said, the SBIX color bitmap format supports PNG, JPEG and TIFF
bitmaps, and
TIFF certainly supports CMYK. So, somebody could make a font that is
OT-SBIX-TIFF-CMYK—although
I for one would not want to bet on whether it would work in all
environments that support SBIX fonts.

This would be important to match colors in printed corporate communications
(logos..). "CMYK 0, 0, 0, 1" prints quite differently from "RGB 0, 0, 0".
