Except that's not what GSUB does. GSUB is specifically glyph 
substitution, so it is something that is happening after the initial 
process of recognising a sequence of characters in an input text and 
displaying them. By the time you get to GSUB, there are no characters 
involved, only GIDs.

What you want to do is to map from a character sequence (the code) to a 
different character sequence (the localised text string).

There are huge numbers of localisation databases in existence, and most 
involve some kind of ID mapping, i.e. associating all the different 
translations of a particular string via a key ID. Are you perhaps 
reinventing the wheel?
