[MPEG-OTSPEC] An Open Proposal: Fixing the Font Format

So would the movement to W3C that is suggested pull up the ladder such 
that individuals who are interested yet are not expert cannot 
participate any more? Will "not representing an organization" 
discrimination be applied?
