I don't think the characterization you've quoted is accurate at all. Snail mail? Unicode has been using an online, publicly-accessible electronic document register since 1997, with all documents being electronic since 1999. As for review cycles, these vary according to what is appropriate for the area of focus: The Unicode Standard, CLDR, ICU...

Are you referring to the Unicode Technical Committee, or also to the CLDR and ICU Technical Committees?

Technical committees under the Unicode umbrella are not prohibited from using modern technologies such as bug trackers or git repositories, even though the UTC hasn’t adopted them yet.
