[MPEG-OTSPEC] STS-based toolchain at ISO

Folks,

I do not know how OFF has been edited and
published. But I know how ISO would like to publish
standards now.  In their scenario, project editors
use MS Word.  They convert Word documents to STS,
which is an XML-based language derived from
JATS.  During this conversion, most layout information
is dropped.  For example, fonts are restricted to
Cambra and Courier new.  From STS documents, ISO
generate PDF documents.
