[MPEG-OTSPEC] Updated FeatureVariations proposals

In August I distributed a document on an alternative to the 
FeatureVariations mechanism that was briefly discussed in the last Ad 
Hoc meeting. Assuming things go as planned we'll be reviewing the same 
ideas in the form of closer-to-final proposals.

I'm still hoping to get some feedback by the February 8th or so, which I 
will turn around and integrate into what is reviewed. Nevertheless, I 
decided to rework the document to be more proposal-like before that, in 
part to make such feedback easier. I also split the ideas into two 
proposals, one for the alternative mechanism (the tables for which have 
been slightly simplified, I think in a way that makes things easier and 
more backward compatible) and one for the negated conditions.

Like most proposal documents these don't really "explain themselves". 
Anyone interested should refer to the earlier document for explanations 
of why these changes are beneficial.
