[MPEG-OTSPEC] "anim" feature tag

 1. Feature variations aren't the only source of non-continuous changes,
    there's also the various things one can do with "location-adjacent"
    masters, such as sudden kerning changes. And while most people
    associate master tricks with kerning and feature variations with
    glyph substitution, either mechanism can be used in either context,
    depending on what you're trying to do.
 2. It's not safe to assume that the font's default location will have
    all of the right choices. The default weight might have a dollar
    sign with two slashes and there might just be no way to make that
    work at all other locations. The choices made for "anim" will
    sometimes be based on a compromise for what can work "everywhere".
