Alas, as I only know a little about OpenType i do not at the time of 
writing this post have sufficient knowledge of OpenType to answer your 
question.
 
I can say that I opine that being able to communicate through the 
language barrier in some particular circumstances such as for for 
seeking information through the language barrier about relatives and 
friends after a disaster, and such as for buying items from the online 
shops of museums and art galleries throughout the world are genuine many 
to many substitution scenarios.
 
On whether those applications could be done using the method stated in 
your question I am unable to express an opinion.
 
If anyone wishes to try to answer the question that you ask using an

The idea is that there would be a collection of preset localizable 
sentences, the collection then localized into each of many different 
languages by human translators and published. Yet the code number used 
for each sentence would be unaltered in the preparation of the localized 
versions of the collection of preset localizable sentences.
