Argh, I see. It seems that what you are looking for is, I would describe, "stock translation of commonly used phrases", such as, the many different ways of saying the equivalent of the following according to different locale and culture:
"My condolences"
"Sorry for your loss"
"Happy New Year!"
"Hello Handsome!"
"How much (cost) is this?"
You are almost asking for a a stripped down version of google translate to be built into the localisation features of opentype spec and implementations?
That's extending it a bit far...
