Interpreting the directives is up to ITTF or the committee manager of
SC29.  As convenor of SC34/WG4, I always contact the committee manager of
SC34 regarding interpretations of the directives.  In a public place (the
OOXML ballot resolution meeting) ITTF clearly said that it is them who
interpret the directives.  Not member bodies or convenors.
