[MPEG-OTSPEC] ISO/IEC 14496-22:2026 is now freely available

I checked the BSI store, and their publication date still says July 16,
2026 - the date the first [non-free] version was published. (Same is for
ANSI and IEC webstores.)
Once the ISO site gets an update, the IEC webstore and other affiliate
sites should get the same update as far as item pricing is concerned, but I
have no idea how soon it will happen.
