[mpeg-OTspec] New work on 3rd edition of the OFF (AHG kick-off)

One of the things I would like to look at in the next round of OFF 
improvements is the possibility of script and language specific vertical 
metrics, i.e. variances to the OS/2 Typo metrics using the OTL script 
and language system tags, such that software could provide more 
appropriate linespacing for different writing systems covered in the 
same font.
